Goku, like most manga martial artists was actually pretty good at that. Well, he only fights at the speed of light by the end of Dragonball Z... If Jigglypuff was four times faster, it'd be hard to counter. *^_^; But even more importantly, time becomes distorted when something's moving faster than the speed of light. Unless I'm mistaken, something moving faster than the speed of light alters the dimensions of time about it and ends up moving back through time because time around it was moving faster... Of course, this is all theoretical, but I think that means that even though the attack has a 2-second charge-up time, by the time Goku even saw the attack being charged, it would have already hit him...
