This anime definitely needs more than one viewing. I agree that it is 'cerebral', but the quality of the animation is such that more than one of my family believed it was live action at first. The story line is difficult to work out, as not every one knows the Japanese culture and political systems well enough to really understand what is going on.

I would not say this is quite at the level of Neon Genesis Evangelion (TV) and Gundam 0080 (OAV), both of which I gave rare perfect 10s, but it is close. And besides, I gave Macross Plus a 9 and Patlabor Movie 1 a 9 that is probably more like 9.4. I think this movie is better than both, so I have to give a 10.

Better than the first movie in terms of character development. I like how they decided to put Shinobu at the center of the plot and used the ex-members of SV2-2 as the helping characters with peripheral roles. Great plot development like the first movie.

This is a must-see for a serious anime fan.

Ito and Oshii strike again. I agree that Patlabor 2 is probably the
best technothriller anime yet. Once again, only viewers with the
attention span of a fruit fly, find this movie confusing. The plot is
perfectly straightforward and. unlike most of the live technothrillers
I've seen, actually makes sense all the way through. As a bonus, it
also has a terrific emotional punch, which is rare in technothrillers
of any sort. Anyway, yeah it's cerebral, in the sense that it actually
requires the viewer to think. That's obviously too much to ask from a
lot of the anime fans out there.

This Patlabor series is well written and accompanied by top-notch animation. However, the design is not really practical. The plot goes so confusing and contorted and becomes rather uninspiring and lame. The intention is grandiose and pretty motivational, but I do not like how it is developped. It's rather lame, I tell you. As it progresses further you care less about Tokyo and its consequences. Also, who cares about that incompetent robots anyway?

Possibly the most intelligently scripted and executed anime technothriller extant. So well done that, after a while, you forget you're viewing an animated movie. One caveat: to fully grasp the complexity of the plot, it would help to have at least a rudimentary understanding of the Japanese political system.

Far far too cerebral to even begin to be commented upon, the subjects it brings up can only be described as the mutterings of a megalomaniacal director.
