The strongest enemy in DBZ, Brolly, was able to destroy a quarter of the universe... But the strongest enemy in Star Ocean 2, Indalecio, was able to destroy the entire universe, and that was while his power was halved by the presence of a certain girl. However, what's worth noting is that one of Indalecio's favorite spells summoned a tidal wave to attack his opponents. Unfortunately, due to the nature of a tidal wave and the size of a person, not all of the force of a tidal wave can be delivered to each individual... Whereas Sailor Neptune, as evidenced in the background as she uses her attacks, can control sufficient power to part and bring the ocean, or 328,000,000 cubic miles of water, together. The name of the attack seems to imply that she essentially compacts the force of the entire ocean into a ball of energy, which, as my calculations involving a 25-mile high, 25-mile-long, 5-mile wide tidal wave (and I don't even think it's possible for a tidal wave to get that big), as well as the fact that each of the Sailor Senshi was growing in power by 4000 times every two years (and I'm using underestimates: 10x for the R transformation, 2x that for the S, 10x that for the first Super Sailor transformation, 2x that for the permanent Super Sailor transformation, and 10x that for the Eternal Sailor transformation) indicate, at the present point in time Sailor Neptune would be capable of destroying 52 billion universes, assuming her power only increased half as fast as Sailor Moon's. Oh, and Deep Submerge isn't even her strongest attack. So by that standard, seeing as most of the Sailor Senshi are comparable to each other in strength, I'd estimate each one is capable of destroying at least 104 billion universes.
