Animation:
Unless it's a movie, I usually grade the animation based on the very best of what the animators produced for a show.
In this case, that would be the transformation sequences.
To those who've never seen Sailor Moon, the concept of watching the same transformations for over a minute every single episode probably seems a bit intimidating...
But those who HAVE seen SM know that it's not exactly a chore to watch some of the prettiest, most colorful, most vibrant animation sequences ever created over and over again.
In fact, you WANT to see them again, because they seem to go by all too quickly. Unless, of course, you hate looking at pretty anime girls, which is something that just doesn't happen in the world.
As for the rest of the animation outside the transformations and attacks, it's fairly average. However, I should note that although, at times, the show doesn't seem to use animation as much as it could, opting for still pictures or low-frame animation (hand is up one second, down the next), it's not a hit on their animating abilities... It's just the style they were trying to achieve, and I enjoy it.

Plot:
Let's be honest: While the plot is unique enough to be interesting (get the legendary artifacts, save the world), it's not groundbreaking or shocking in any way.
The characters are. The apparent cold-heartedness of Sailor Uranus and Sailor Neptune is a huge selling point for the first half of this Sailor Moon season, and what makes it, in many people's minds, THE Sailor Moon season to watch. As for the second half of this season, the focus shifts to Hotaru, who's a perfect mysterious character that leaves you wondering and makes you think.
In addition to all this, we've still got the always-solid Inner Senshi cast who all have at least one episode devoted to them and get to let their personalities shine. One of the great things about Sailor Moon is that you don't actually have to have seen previous seasons to start identifying with the characters...
This was my starting point, as well as my starting anime series (the only anime I'd seen before this was My Neighbor Totoro and Green Legend Ran, and in both cases, I was too young to have enough money to start buying any other anime), and I didn't have trouble identifying with the girls.

Humor:
I do like dubs. For example, Rurouni Kenshin has a great dub cast, as did Princess Mononoke. Sailor Moon also has a great dub cast... Except for Serena, which is the main problem: Why give all of the girls excellent voice actresses except for the main character? It's especially frustrating to me, because while Mina is my favorite character, I like her voice actress better in the English version... But since I don't have to hear her voice as often, I listen to the Japanese audio so that I can get Usagi instead of Serena.
The other main problem is that, while Kenshin and Mononoke stuck to the original script, Sailor Moon couldn't, thanks to the fact that it was broadcast in the afternoon hours on a channel that was mostly for kids. The "cousins" thing for Sailor Uranus and Neptune is something I'm almost okay with (except for the fact that they left in the "hand-hold" scene, which is slightly less believable for two cousins than entering a love contest as a practical joke), but when you take out brilliant lines like "You think Makoto's preferences changed?" and then even little lines like "I wonder if they really are in THAT kind of relationship," then you ruin everything.
I'm trying to think of something I liked better in the dub, but the only possible thing that comes to mind is that after Mina ran off carrying her pure heart crystal, in the dub she sounded a little more crazy and made that scene funnier... But that doesn't make up for the countless other scenes in that episode that WEREN'T as funny in the dub.
Anyway, in short, the point of all this is that Sailor Moon is, without a doubt, the funniest show I've ever seen if I'm reading subtitles.
If I'm listening to the dub, it just can't compare... And Serena's voice actress doesn't help, especially compared side-by-side with Usagi's.
(And as a note to dub haters: Although I eventually came to realize, with this show, how right you were about the subtitled version being better, always remember: Each new dub, no matter how cut-up or changed, helps get more anime into America, or Canada, or even Mexico if it's a Spanish dub. Whether you like dubs or not, please don't say things like "This show should never have been dubbed!" Ever.)

Soundtrack:
One of the harder ones for me to grade. For the most part, the music is strangely catchy and, at times, very beautiful.
However, and although I can't fault them since this show was created years ago, the instrument effects just aren't up to par with more modern stuff, and that's the truth. Nonetheless, that's almost a non-issue when the music is still beautiful, still catchy, and the show still rules anyway.

Overall:
This is a shining standout of what anime should be. As my second favorite anime series (the only anime I've ever liked better is Rurouni Kenshin, but these two shows are in completely different genres and really shouldn't be compared) and probably the second most well-known anime ever made, not only should you listen to my recommendation, listen to the recommendation of everyone who's seen it.
On the outside, it may appear to be a cute girly show with pretty colors... But Sailor Moon has some of the most personality brimming in its characters that you're likely to ever see in the world of TV itself.
Don't miss out for any reason.
Highly, highly, highly recommended.

I love Sailor Moon! I mean, how can you not love it? The storyline is incredible, way better than American cartoons, like Batman. Yeech! Anyway, I know DiC did a horrible job with it, just so little kids could watch it. Did it ever dawn on them that maybe, just maybe, IT WASN'T MEANT FOR LITTLE ONES?! Jeez, people, come on here! But Sailor Moon is back on TOONAMI, now airing the Sailor Moon S series. A new company dubbed it, kept the original music, made hardly any changes at all, and it's just great!

It is funny and heart loving and i rate it a trillion,but hardly anybody sees it because of school so I would rate it a zillion if it showed them naked like the japanese version.
