Patlabor OAV 2: New Files
Patlabor attempts to do what is seldom done in any other anime series (TV or OAV) -- that is, going out on a tangent from the main storyline and inserting episodes ripping other shows, describing daily happenings in detail, or sacrificing one more routine mecha appearance for a unique episode of story done from a unique perspective. This was occasionally observed from the TV series, but much more so in the New Files. (My favorite was the episode where captains Goto and Nagumo have to spend a night in the same room.)

Before Patlabor, mecha animes focused on the mecha and seldom on the people around it. Patlabor is the anime that liberated the focus of the show from a metal giant robot and onto the everyday life of the human beings around that mecha, without the grandiose detachment of Macross from the real life. A wonderfully done show with very interesting characters, and it has a nice closing episode in Ep. 16. "I Wanna Fly Away" rocks.
